100 new businesses. We can encourage businesses to open in our empty commercial spaces by providing a simple, yet effective stimulus Package. New businesses with a viable plan and stability can borrow through A SBA (Small Business Administration) loan program. The business will be responsible for the loan. The City can offer to make their payments, up to $5,000 per year for 2 years. That could make the payment on at least a $50,000 loan. So the City will be leveraging $5,000 into a $50,000 investment into our community in the first year x 100 will leverage $500,000 into $5,000,000. This will increase property value and the associated tax base. It will eliminate the blight of vacant buildings. Depending on the type of business it may increase sales tax revenue . There will be a synergy created. Hayward will earn a business friendly reputation and all for a fraction of the cost of other revitalization plans.
